State Assembly Q&A: Democrat Julia Brownley

The Democratic incumbent makes education the focus of her efforts.

Assemblywoman Julia Brownley is counting on education to stimulate the economy.

"We can turn local communities around with an educated work force," said Brownley, who was elected to the California State Assembly in 2006 and re-elected to a second term in November 2008. "We have the largest economy in the world. It will affect how we compete in the global marketplace."

During 2008, bills carried by Brownley and signed by the governor cut administration costs for school districts within the 41st District—which includes Agoura Hills and Calabasas; simplified the credential process for qualified teachers; and helped schools efficiently sell outdated instructional materials and buy new ones.

Brownley, who was born in South Carolina and raised in Virginia, arrived in California in 1980 after receiving a B.A. in political science from George Washington University and an M.B.A. from American University. She lives in Santa Monica and said she is proud to represent the 41st District, which stretches to Oxnard in the north. 

"This is a beautiful place, with 100 miles of gorgeous coastline. It truly is an extraordinary place to live," said Brownley, whose name will be on the Nov. 2 ballot alongside Republican Terry Rathbun and Green Party candidate Linda Piera-Avila.

Brownley recently sat down with Patch to talk about her accomplishments during her terms and what else she has planned for the future if re-elected.

Agoura Hills Patch: You've been at your post for four years. What have you learned about your constituency in that time that you think gives you an edge over your opponents?

Julia Brownley: I have been representing the district for the last four years, and I am keenly aware of its needs and concerns. It takes a certain amount of time to get up to speed as a member of the Assembly. I am in the position now that I have the knowledge and experience required to help serve the state to the best of my abilities.

Patch: What do you think are Agoura Hills and Calabasas residents' greatest concerns?

Brownley: I know that both Agoura Hills and Calabasas feel very strongly about education and environmental policies. I am a strong advocate for both.

Patch: What do you see as the biggest issues California faces?

Brownley: Jobs and economic recovery. I have been working very hard this year to produce a plan that deals with both of these issues. We have the highest unemployment rates in the country. We need to invest in our infrastructure to generate more jobs. By doing that, we will stimulate the economy to help us in our recovery efforts.

Patch: Why is education at the center of your efforts?

Brownley: Certainly on the education front, California has not resolved our budget. On education, it is critical that we make no further cuts. People who live and work in the schools in Agoura Hills and Calabasas will maintain and hold on to their jobs. It is important to the economy.

Patch: What can local voters plan to gain from your election?

Brownley: I have tried to serve the people of Agoura Hills and Calabasas to the best of my ability and will continue to do so.
